To avoid being black listed, it is recomended not to allow your SMPT server to relay mail from the Internet. It is also recomended not to run POP3 and SMTP on the same server. This can be used as a reason for black listing your mail server. And yes, you can have two GWIA's in the system running the different services and the system will not get confused.
Implementations I do for clients have these services running on different servers, and users are required to use their ISP mail server to send mail. Mail clients can be configured to mask the souce address and replace it with an alternate address for when people reply to mail. You can setup GWIA security to allow your users to send mail from your SMTP gateway, but it may prove to be an IT overhead not wanted. Having the users use the ISP SMTP allows you to setup the service, tell users it is there and how to set it up, then forget about it. No need to administer security for every user that wishes to use an iPaq to get their mail.
Alternate solutions
Use IMAP (all these i's can get confusing can't they?)
