GSM Phone to answer in data mode

I've got a Nokia 6310i phone connected to my PC via a USB lead. I'm tring to get the phone to answer a call from another modem by sending it "ATA" when I get the "RING" from the phone. The problem is that the Nokia phone will only answer a call in voice mode, so it cannot connect to the other modem.

According to Nokia, there is no way to get the phone to answer in data mode, and no way to switch from voice to data mode.

Questions:
A.Is there a way around this problem on a 6310i?
B.Are all Nokia phones the same?
C.Are there any GSM phones that can answer in data mode?
