Not sure what you're asking... If you click on the header fields (From, Subject, Date, etc.) it will re-sort the list. 'Bottom' and 'top' are relative to how you sort...
It's not a sort issue. His inbox holds many items which he does not wish to delete. The new items come in at the bottom of the window because he prefers it that way. However, when he opens his mailbox the scroll bar is all the way at the bottom and he would prefer that it open with the items in the top of the window showing.
Is the message at the bottom unread? It defaults to show the first unread post when you switch to that folder. If it is unread, right click on the folder and go to Properties. On the general tab, there's a check box for changing this setting.
