GroupWise 6.0 Client Blank TO: field

Here is a problem that multiple users have expienced since we have upgraded to GroupWise 6 SP1 from GW5.5 SP4. The upgrade was flawless so I don't think there was any issue there. When Joe in my post office sends a message to User A and carbon copies User B, sometimes
User B has a blank TO: field in the message they receive (User B has no clue who the message was sent to). The TO: field is blank when they forward the message to me so it's not just a client issue.
