question guys,

Win XP PRO, we add new groups, new users but system is not on a DOMAIN. How can we modify the group/security permissions? This label will normally show up when u add the system to the DOMAIN under Local Disk Properties/Security ...

Do you mean NTFS group permissions with regard to files & folders? If so, turn off simple file sharing - Windows Explorer, Tools, Folder Options, View tab, all the way at the bottom deselect 'Use simple file sharing'.

If you're reffering to changing account types - user, power user, administrator, etc. go to Start, Run, lusrmgr.msc. However if want to change the various capabilities of those account types go to Start, Run, secpol.msc. In here you'll probably want to look at Local Policies, User Rights Assignment.
