Grouping Subreports

I've looked all over for an answer to what I need but can't find one.
I have 2 reports: rpt_region and rpt_market. The region report lists info from a particular region and the market report lists info for the markets under that particular region, i.e., Atlantic. I have added the rpt_market as a subreport to the rpt_Region with Region_Name as child and master links. My report as it is is listing each region with the market underneath, but I need the region on it's own page.

page 1: Atlantic Region
page 2: Market for Atlantic Region
page 3: Next Region
page 4: Market for next region.


If anyone has any ideas, I would greatly appreciate it. I'm stir crazy trying different techniques.

Try the Force New Page property on the Format tab of the Properties for each section of the report?
 
I tried doing Force New Page - After Section on the Details section. This is the results:

Page 1: Atlantic Region
-No Data
Page 2: Data for Atlantic Region
Market Level
-No Data
Page 3: Market Level Data
Page 4: Market Level Data

Same thing with Before Section.
I've got the GrpKeepTogether set to Per Page.
