Grouping report is not working -- giving me one group field per page

I am developing a report based on Country and Business Unit, A country can have multiple business groups.
Currently, I am getting one country per page, and i would like to group the countries so i can have the
multiple business units on one page. I tried grouping the report by business unit but it still gives me one page per country -
business unit. What am i doing wrong, or what do i need to do? thanks

Data Sample:
Country Bus Unit 2012 2011 2010
Hong Kong PC 120,000 126,500 134,000
Hong Kong ILGW 55,000 115,000 122,500
 
There are lots of section, sorting, and grouping properties that determine page breaks. Have you checked them all?

Why are you even grouping by business unit? Your only requirement seems to be one page per country.

If I understand correctly, all you have to do is:
1. group on country
2. in the group footer properties, set the Force New Page property to After Section

I hope that helps.
