Grouping Issue with subreport

I have an interesting situation. I am creating labels for patients, each label represents a particular order. In certain situations I want to print multiple labels for the same order, one for each dose ordered. Since I can't create a loop for these labels I created a Sub-Report that includes a link to a table with a list of numbers 1-50 with a greater than or equal to join on the dose qty. field to give me the redundant records. This works great for orders that only include one item. However, when I want to include two items, as in mixing two liquids to fulfill one order, I run into problems getting both ingredients to print on one label. Each ingredient has it's own line in the database but is linked back to the original order. When I run the sub-report I will get a label for each ingred. individually if I don't use Grouping. If I do group then I lose the ability to print multiple labels since the group sections only print once.

I know that was a long winded explanation, I hope it makes sense... Does anyone have any ideas how to get a sub report to print multiple line items on a single label and then have that label print multiple times?
