Grouping Groups

I need a way to group my groups that I have created and given them a custom formula for naming.
To try and explain, this is an inventory type situation.
I have "bin" locations on each category of my details (part types),
I have grouped my "bin" locations and given each group a custom name specific to the parts category.
My next problem is making a groupings of company departments that the "custom named" groups belong to.
I am unsure how to group the existing groups including the custom names under department named groups.?
 
If there is no grouping field in the database you will need to create a formula that groups field together as required.
Then add this formula as a higher group.

Down side of doing it this way is if you add new categories you will need to update formula.
