Group Policy worked and then stopped

Basically I put in a new group policy and it worked for about 2 weeks and then stopped.

The users log into a 2003 terminal server.

I did a gpresult and it shows that the gpo I put in was filtered out. Said:
"Set Roaming Profile for TS
Filtering: Not Applied (Empty)"

I know that everything is set right if it worked for 2 weeks but not sure why it stopped. I've also triple checked the security filtering and even went as far as putting "everyone" and "bsmith"

What is my next step? What am I missing?

Wanted to add that when the user logs on, they get an error like this:

Windows cannot copy file \\laxfs01\ts_profiles$\bgates.lax\Application Data....

Whats funny is that their username is bsmith, not bgates
