Group Policy Settings For Pinning Programs To Taskbar

We recently installed some Windows 7 machines on our school network. I can't seem to find a way to customize which programs should appear on the task bar as pinned. Is there such a settings?

No, however I do have Windows 7 machine that has the remote administration tools on it. Would I need to update the scheme to the R2 scheme?

Even so, I can't find any information on this online on how to do this via group policy.
 
I'm getting ready to deploy Win7 in my different schools and one of my pre requesites is to have a 2008 R2 server as i have been told that the new bits of win7 require R2.

I think this is why you cant see those GPO's for it...

From the research I have done online so far the only way to customize the pinned programs on the task bar is via a script. I just hope MS releases new Group Policy Preferences that allows you to centrally add programs to a Windows 7 task bar.
