Group Policy - Right Clcik Desktop

How can the right click on the desktop be disabled using Group Policy? Specifically, I would like to disable the New selection when right clicking on the desktop. This policy has locked down the users ability to do anything with the computer except navigate to specific sites by IP addresses. This is the last hole I would like to close up.

Any suggestions?

There is a policy for disabling right click. It does not allow removal of specific right click choices.
