Group Policy - Restrict File Downloading

I have Group Policy configured so to restrict File Downloading from the Internet. What I am looking to do is to have exceptions to this rule. e.g. User A is allowed to download from Site B but not other sites.

Does anyone know how to do this?

could try using the Enhanced security feature and add the links that are avaiable. Also certain web filtering software like Surfcontrol allows this
