Please can you tell me if there is a setting in User Configuration that disables access to the Administrative Tools folder on the Start Menu (or at least disables it from view)?

Yep:
User Configuration->Administrative Templates->Control Panel and the setting is "hide Specified Control Panel applets". Add administrative tools, and you should be good.
 
Thanks for the reply. The users do not have access to the Control Panel and doing what you suggest does not appear to stop Administrative Tools being viewed in the Start Menu. The only way I can see of doing this is to enable the "Remove common program groups from Start Menu" but this hides all of the installed applications and also disables the All Users desktop.

Has anyone got any ideas what else I can try?

I eventually got it sorted by changing the permissions. Thanks for replying.
