group policy problem

Hi:
I hope somebody can help me, I want to create policies for my groups e.g. display logoff in the start menu or disable access to control panel. But when I click on my group, I want to create a policy for there is no group policy tab, I am able to define other access rights e.g. Domain Security but not group policies when logging into Windows.

My question is this do, I have to install an add in component or am I being extremely dense and just not looking in the right place, if so point me in the direction.

 
Will you be more clear in where you are looking for the Group Policy tab?

There is no need for you to install any additional components to access the Gorup Policy stuff, if you are running Active Directory.
