Group Policy NTCONFIG.POL

I have a 2 win2000 servers set for users can access through terminal server/ Citrix. There are some local group policies set using ntconfig.pol. Mainly users startup and desktop are configured under "Custom Folders" option.
For example, some users can access Excel and word but others cannot. So I can manage group level desktop and start menu folders.

Last week I have upgraded my WinnNT Domain to AD. Now those local policies are not taking effect. If any Windows 2000 Local group policy experts out there please give me some suggestions.

I experienced the exact same issue after upgrading an account domain to Active Directory on Windows 2003 (the original account domain was NT4). The system policies were assigned locally on each of 12 Citrix servers (not even domain policies). I found a Microsoft knowledge base article discussing the application of system and group policies in a mixed domain environment. Basically, in the above case, the machine settings still come from the local system policy but the user settings come from the group policy on the account domain. I never found a way to force the user policies to stay with the local machine, though I didn't look too hard because it made sense to move the policies over to Active Directory anyways.
