Group Policy not Working

I am in the process of testing a Web Filter appliance before purchasing it. I have it set up to use a proxy. If I change my I.E setting to use a proxy server, I'm hitting the appliance and everything is golden.

I want to expand my testing to the entire I.T dept. I created a GPO in our OU. Both computer and user account are in the same OU. I then run gpupdate /force and then run gpresult. The GPO is being applied to my PC. I also rebooted my PC and ran gpresult. The policy is being applied, but when I open I.E, I do not see proxy information.

If I apply the proxy settings to the domain group policy, it works. The problem is that everyone will then be going through this test appliance. Its not something I want to do.

When we installed a proxy here I just used a Logon script to set the proxy. Worked well for us.
