Group Policy not taking effect

I have a Group Policy for a certain OU. All functions set in the policy work fine, with exception of 'Don't run specified Windows applications." If I put it in the top level, which affects the entire domain, it works, but if I put it anywhere below that, it does not work. I am 100% positive that there is no policy over-riding my settings here, so that is not an issue. I just can't figure out why all the settings work except for "Don't run..." unless I put it up top.

I have replicated the policy and everything ... I am completely stumped.
