Group Policy Not Applying 1

I am attempting to apply a group policy to all users in an OU to specify a proxy to use in Internet Explorer. I have set up the policy and linked it to the OU in question and ran gpupdate /force. The Event Viewer tells me that the policy was successfully applied. However, when I look at the Internet Options in IE for the specified users it doesn't list the proxy that I specified.

Is there any reason why users would not get updated?

Did you enforce the policy? With GPMC, you can right click the policy and "enforce".
 
Have enforced the policy. Just examined a few users and it seems to have updated all users with IE6 but none of the users with IE7. How do I get around that?

It's the adm for IE7. I think it has something to do with how IE 7 integrates into group policy, and backward compatibility. I can't be sure, and I'm sure some of the other posters will correct me if I'm wrong (hey, I learn more from the corrections they give me than anything else, and I appreciate the corrections), but I think it may have something to do with what version of IE you have on the DC.
