Group Policy - Not allowing another html window to open

Hello,

We have an internal Knowledge Management site within our company. Within this site we links to Word Docs saved as htm files for reference for our employees. I have these stations locked down via GPO pretty tight. My users can get to the home page without any issues. However, when they try to open up one of the htm files they are not allowed due to security restrictions on the station (set via gpo). Just so we know what it is doing, I tested this site on a non locked down pc and when you click on the htm file it gives you the File Download box asking if you want to Open, Save, or Cancel. If you select Open it opens to a new IE window. On the locked down PC, I don't get as far as the File Download box. Furthermore, there are a couple of Word docs saved as doc files, that open fine with the File Download box appearing as normal. If someone can point me to where I have the GPO set to tight it would be most appreciated.
