Group Policy for Vista Clients in 2003 Server

I realise that all Vista Clients can pick up group Policy from a central store on a Windows 2003 Server - under SYSVOL\Policydefinitions and then have the country code - As I am in the UK I'll assume is is EN-UK (I'm hoping someone will put me right if I've got the country code wrong)

I'll then I'll copy all the ADMX files (do i need to include the en-us subfolder?) into there - but am I right in thinking I cannot assign a policy to a group of users in Active Directory? And that all users will have the settings from the policy? And only administrators will have full rights?

Also, will Vista pick up any of the settings from the old ADM files I have assigned to my users OU?

I really need to be able to assign a vista group policy with different settings for different user groups or OU's.

Hope someone can help!
