Group Policy for IIS control

Hello,

Does anyone know how I can have a user control IIS on a few servers?

I would like to do this through group policy but when I go into
Computer Configuration--Windows Settings--Security Settings--System services
IIS is not listed.

Does anyone have any suggestions- of course I don't want to have to make the user an Administrator.
