Group Policy Deploy ?Problem? maybe

Hello all, after deploying some applications using group policy it seems that upon restart the same "Installing managed ....." window comes up, why would it do this if the program/s are already installed.

perhaps this is the user specific part of the installation? msi's tend to do that.
