Group Policy Custom adm files not working

Hello,

I have created a custum adm file to disable the "Windows XP Tour" I copied the adm file on one of the DC in de %windir%\inf folder.
In the GPMC I created a new policy, imported the templete.
No Errors and the category names shows up.
But when I click on the policy I do not see the policy in the right pane. I only see the message: There are no items to show in this view.

There are no specific policy for group policy settings like use local adm and disable update adm files.



My adm files looks as follows:
