Group Policy - copy/install folder of URLs into Start Menu

I have a folder with three URLs. I want to add them to the Start Menu of several department computers. I can't seem to find the right place in Group Policy Management. The few times I can get close, it opens into a new Windows Explorer window and even that only works when I save the folder into a public network shared location and push out a shortcut to the shared folder. I want the folder named ABCDE to expand after clicked upon. I was hoping for the same behavior as "installed" programs that exist in the Start button menu. Any suggestions?
