Group Policy & Cached Credentials

I have a question regarding cached credentials. When a user logs in using cached credentails, are user and machine group policies also cached?

Say, for example, we set in the domain group policy to automatically set the screensaver to 15 minutes and password protect on resume. Then our domain controller goes down. Would a user logging into the machine using cached credentials still get that screensaver policy, or would all group policies disappear?
 
Group policy is pushed out to the machines every 180 min. by default. So even if you change the permissions in GP it does not take effect until the next push. If a machine is disconnected from the network and you log in under a cached account you will have the same effective policy settings as the last time the machine was connected to the network and recieved it's policy set-up.
