group policy and proxy setting question

All i want to do is make sure that every user on every pc has the same proxy settings in internet explorer...
A little about my environment...some users have local pc admin rights and the majority just have power user rights...anyway what is happening is that it seems those with local pc admin rights are getting the settings and it seems that those with only power user rights are sometimes getting the settings and sometimes not...i have a default gpo, pretty simple...here is what i set to try to get this to work...
user config\windows settings\ie maintenance\connection\proxy settings(i obviously set the proxy settings here)

and

computer config\admin templates\ie\make proxy setting per machine (enabled)

i'm not sure if i need this second setting to the computer config but i've tried it with it enabled and with it not configured and i seem to have the same problmes....

i guess if someone could tell me what is the right way to set this, anything obvious i might be overlooking that would be great.
