Group Policy and Logon as service right

I'm setting up a bunch of laptops on Windows XP Pro, they will be logging in to a Windows 2000 Server.
I've joined the laptops to the domain, and put them in their own container, then set a policy up.
Under the logon as a service section in GPEdit, I've added the domain user that acts as a service account for updating the antivirus i.e. domain\test
However, when I login as a domain user, the local machine users SYSTEM and NETWORK SERVICE are missing from the list of accounts allowed to logon as a service, just domain\test
What I want to know is how can I supplement the list of locally allowed users with a particular domain user to have that particular right, rather than replace that particular right.
