Group Policy: allowing users to use Control Panel Objects

I'm trying to figure out how to allow users to be able to use certain Control Panel objects, such as Power configuration. Since there is a group policy running on their Organizational Unit, they currently receive the restriction message when double-clicking on any of the objects. I have seen the option in group policy to add only certain objects (or applets) to the control panel, but they still cannot change power settings, for example.

Has anyone handled this before?
