Short answer:
[green]Use bitmap(.BMP) wallpaper only in group policy.[/green]

Long answer:
Thought I would save someone else a big headache.
I just finished a domain controller/file server migration from win 2000 to win 2003 Server.

In the process it was necessary to change the URI paths of the server resources, so I spent a few days changing shortcuts and drive mappings.

I have a group policy that enforces a desktop with the corporate logo snatched from the company website.

After the switch, users with a mandatory profile lost their desktop images. Also, they now had access to the desktop tab and the ability to change the backgound to any image they chose. Regular users and roaming profile users were still under the effect of the GPO.

After much head scratching I discovered that what had happened was that when switching over, I used explorer to choose the "same" file on the new filesystem and inadvertently selected the .jpg version of the image.

When I switched back to using the .bmp version everything worked again. Apparently the group policy process choked on the jpeg and did not process any more from the active desktop branch.

I hope that others searching for this problem will find this post.
