Group Policies undoing restrictions

I have a client that we have turned on Group Policies. I have done this at the container level by creating OU=High Security, OU=Low Security and as on. I need to allow a change to be made to the power in control panel so that the monitor doesn't turn off after 20 minutes. I gave that user the rights to get into control panel, I can double-click on the power icon and click the down arrow to set turn off monitor to Never but when I click OK then it says that I'm restricted. How can I get around this? I did try to move the user from the High Security to the Low Security, but it still wouldn't allow for the change. The other thing that I turned on was the Run These Programs At User Login and put three different programs (.exe) in there but they don't run when the user logs in. What do I do to fix this? The client is asking for an answer within 2 days, any help would be greatly appreciated. Does anyone have a good reference to group policies and what they all mean and do?
 
The running an exe at user logon sounds more like the fact that the program has to write to the registry on the workstation, and the user by is not a member of a local group with permissions to install programs locally.
This can also be the problem with the setting the monitor to never.You could manage the machine remotely and make the user a power user, this should allow making changes locally. It will however allow them to add other programs unless you remove them from power user group after the changes you want made are complete.
