Group Policies on a Local machine

Hey there, I was wondering if thee is a way to set a local group policy on the local machine so that different services start when different users log in.

Short explaination:

User A log on and he has DNS, DHCP and Windows Audio start. However, he does not have Background Intelligent Transfer started.

User A logs off.

User B log on to the same machine, only with his logon he has Background Intelligent Transfer, Windows Audio and DNS services started. DHCP did not start.

Is there any way to do this?
