Group Policies for Win95

I want to implement a group policy for the lab users because I do not want this policy to affect any other users. I created a group policy file called Config.pol and saved it to winnt\system32\repl\import\script\config.pol but it did not work. Then I read that I have to create a NetLogon directory on NT server and copy policy file here. No cigar either. Please help.
