Group headers printing more than once on a page

Other than sticking this in the Page Header, I'm wondering if someone knows how to resolve an issue I'm having. I want to keep my column labels in the Group Header. However, I only want them to print once at the top of each page instead of everytime the group cycles through (which can stick these headers halfway down the page, etc.).

Has anyone run into this issue and/or resolved it?

I can't stick this information in the Page Header because then it will print above other information that I want it to print under. If I stick it in the Table Header and set it to repeat on every page, then my State field doesn't dynamically change when the group changes (the grouping is by State).

GAH! I can't win.
