Group Header is not repeating on each page

I have the Repeat Group Header On Each Page option selected for a group.

The last page (due to the amount of data) contains only the Group Footer (a subtotal).

The Group Header is not repeating on this page, although it should. It is part of this group.

Why isn't the Group Header repeating?
 
That is the way this setting works. It only prints the GH if one detail of the group prints on the page.

An alternative is to, put your Group Header information into the page header. That will print on every page. However, you would then need to suppress the true GH if it were the first thing on the page, or else it would be duplicated. Ken Hamady, On-site Custom Crystal Reports Training & Consulting

I was afraid of that. I have tried the page header option, which leads me into a different issue:

This report is an invoice. I have it formatted with graphics on it (lines & boxes). I have vertical lines that run from the last group header section (I have many sections in this group) through all the details section through to the page footer (The vertical lines are used to form columns on the invoice/report).

The problem, when I use the Page Header, is the vertical lines seem to carry over into the page header section (where I don't have any vertical lines). They do not suppress. As you know with lines, they are either print or they are suppressed.

If you know of a way I can suppress these lines...I would appreciate it.
