Grounding question

Between two buildings runs a outside plant cable, 200 pairs. The cable is terminated inside both buildings. Both building have proper grounds, but are not on the same ground due to distance. Should both ends of the cable be grounded to their respective grounds?

If the ground carried part of the signal like an unbalanced audio line there would likely be a problem. However phone lines don't use the cable shield to carry a signal. Like Syquest says, ground it like the NEC says!
 
Good Point. It is grounded but wanted to get opinions. At times during stong storms I get error codes referencing phones that ride the cable.

In addition to the sheath being bonded/grounded on both ends, what kind of protectors are being used on both ends?

The protector elements can go bad and not do their job. You might want to check them.

Protection is key! I speak from experience. Every time a cloud goess over, capicitance builds up in the form of sneak voltage, on the cable unless it is allowed to bleed off through heat coils. It can really hammer the switch.
