Grounding/Bonding?

I would like some opinions on the following scenario. We have a customer who has a gel filled cable (OSP type 25 pair with sheath) pulled in conduit 300' from the telco demarc to an equipment closet. Should we: a.) Ground and bond the end at the telco demarc on a porta system 25 pair 66 block with gas tubes to building steel and just bond the other end to the same type connector block without connecting to bldg.steel, b.) do the same as option a on the telco demarc end and just punch down the equipment closet end on a regular 66 split block, or c.) ground and bond both ends to porta system 25 pair block with gas tubes to building steel. This is all in the same building and should share common ground.
 
Several references to peruse: J-STD-607A, IEEE STD 1100 (IEEE Emerald Book), BICSI TDM Manual, 10th ed., and TIA-942. I would probably use "c" as my choice. Does the building have some sort of Telecommunications Bonding Backbone (TBB) that appears on every floor or closet or is there just a Telecommunications Main Grounding Busbar (TMGB)?

It might be a good idea to check with the building engineer.
