Ground Start?

I have a new customer that i am trying to learn thier setup.. They have a basic phone that is not working, but if i short wire 4 and 5 out i get dial tone.. I cannot get dial-tone unless i short out 4 and 5.. Any ideas what could be causeing this? I kinda feel like this just means its a ground start line, but i cannot get dial tone unless i short out the piar.. any help.. Thanks
 
Are you shorting them out to "earth ground"?? If so it sounds like ground start to me.Ground start lines will not work on the Partner.
 
Are you shorting 4 and 5 together or to a ground. If it is together then that is Loop-Start if it is either 4 or 5 to a ground then it is ground start. Ground start will not work with partner.
 
Well it will, but only for INCOMING CALLS.

But no, Partner does not support Ground Start.
