Greyed out "lock computer" button

When doing a ctrl alt delete on our doc Win 2000 server the lock computer button is greyed out and unusable even when logged in with full permissions. Has anyone come across this before? I seem to remember reading that trojans can have this effect but don't find anyting amiss with a full scan.
 
I know you can do this with group policies. I would check that first.
 
I agreed with Dmasch, you should check your local policy and group policy if any administrator setup.
