Great Plains 8.0 Permissions Conflict

There is a PC with Great Plains 8.0 installed on it that the user currently is unable to get into GP. When they try to run GP they receive a message that says you do not have permission to open this file. The user is a local admin on the PC and everyone has full control in GP. Also other users can login to this PC and use GP without a problem. Please let me know, if anyone know what the conflict migt be before I try to reinstall GP to resolve this issue.

Is the error coming from the operating system or from Dynamics GP itself?
