Great a floating DIV based on cell

Is there a way to create a floating DIV that will pop up over top of your content, but is fixed based on the upper left corner of a table cell? If so how?

 
Use absolutely positioned div (will hover above the rest of the content) on a relatively positioned table cell (will ensure that the absolutely positioned div will be positioned relative to this cell).
 
Is there a possible example somewhere that you can point me too? Thank you.

 
Or more so, is there a way to make a DIV be automatically centered on the web browser page?

 
Can I get an example for this please. I have a floating DIV, but because it is placed after some content it doesn't expand to the whole width of the page and center properly. In other words, the way the page forms, the div is located within a table and because the table is 600 fixed width the div even though it's on top of something won't expand to the full screen.
