Check the browsers you have enabled to support. I think it's under the tools menu. Unselect netscape and FP will allow you to do just about anything. DeZiner

Are you on a local version of the site or the live version? Some options in FrontPage, like creating a password-protected folder won't work unless you're on the live site.
