Gray/hide Tracking toolbar

Hello :

We are using MS Project2003/Project Server. We need to gray/hide the Tracking toolbar since we are creating a Custom Project Guide and we want the PMs to use Baseline functions only thru this Guide.
Any ideas on how this can be done?
Also, how to hide Tools-->Tracking Menu?
