Graphing on a formula

I thought this would be simple but I can not get this to work at all. I'm trying to graph on a formula that results in a percentage.

I'd like to have -
Y axis - 0 - 100% (0, 10%, 20%, etc)
X axis - percent values

How can I do this or is this even possible? Thanks in advance.
