Graphics won't display on asp page

I have created a simple asp page that has a couple of jpg gif images and also uses css.  The images won't display and the css is completely kicked out.  I get an error 403 regarding access to read the files.  Can't figure out how to grant access to the files.  I have granted full access to the folders.  I'm sure this is a simple fix but I can't seem to figure it out.
