Cygwin is free and works pretty well as well. I have used Exceed, Reflection X, and Cygwin. I prefer Reflection X, but if cost is factor Cygwin is the way to go.

I rarely use X Windows (I'm a PuTTY nut), but when I can't do something without it, I use Exceed. It's easy to use.

Recently I've been pushing X to my Windows PC through VMWare. I have various flavors of Unix/Linux that I start up in VMWare Workstation and I just set my display to one of those. It might not work for you (you don't get a lot of that nice copy and paste functionality), but I thought I'd throw it out there as a kinda-option.
