Graph measure settings

I creted a graph but my measure is not showing up, and the graph is showing blank instead of measures, i know there is a data for this query is there a setting to enable to show it? all the X and Y data is showing, except measures.
Please let me know,

If you do not use an aggregate against the fact, then Cognos simply leaves the graph empty..
