Granting restricted users access to TCP/IP properties.

Runing win2k server and a mix aof xp and 2k clients. I've tried granting clients access to change their LAN settings. This is needed by our mobile users who are all restricted users but need to change these settings to accomodate different internet connections. I ran rsop.msc and the policy is getting applied, but there is a message on the left saying "Note: non-administrators are already denied access to properties regardless of policies". Is there no way to get around this. It seems like an odd limitation.
