Granting FTP access

I want to grant FTP access.
I have created a protocol rule opening port 21. I applied an outbound packet filter
Users still cannot access FTP sites. they receive a notice informing them the site is read onmly then a HTTP 502 error.
Anybody know what I am doing incorrectly

Open isa manager. click on access policy, then click protocl rules.

create a new protocol rule called ftp all,
action=allow
protocols =Ftp, Ftp Server
Schedule=always
applies to =Any request.

This should do it for you.
