Grant a Host access to Mysql?

How do you set up a Linux Mysql to accept
requests from a Windows client.
I use MySQL Explorer to connect an get

Host 192.168.10.1 is not allowed to connect to this MySQL server.

Please write the correct syntax for correcting this problem.

I am not really good att Linux......

It does not matter what i use!
Tried to reset the credentials with
the default script.
After that i have tried to log on as root with no password.
Do you have to allow a ip adress or hostname to connect
to the MYsql database?
